Honestly, there are a couple handfuls of graphic and Web design programs available to designers. That being said, what programs are you familiar with? What is your favorite program and why would recommend it to a beginner?
I am experienced in most of the Adobe design programs. The programs I have the most experience in are Adobe Photoshop, Adobe Dreamweaver, Adobe Illustrator, and Adobe InDesign. That being said, of the four, my favorite one is Photoshop. I would definitely recommend Adobe Photoshop to beginners. There are thousands of tutorials all of the Web that can teach you how to use the program to create graphics. Additionally, the tools in Photoshop are easy to understand and easy to use. The user interface isn't bad either.

I mainly have experience in Pixelmator and Photoshop. I'm looking to expand to all of Adobe's products.

I've tried Paint Shop Pro and GIMP but nothing is easier than Photoshop in my opinion. It's particularly difficult to hop to a different graphics program after you get used to Photoshop. Which was the case for me when I first started on Adobe Photoshop 7.
